The ideal candidate will have a strong track record in (i) helping to design and manage regulatory engagement initiatives; (ii) understanding regulatory institutions and activities in China and in particular, the Greater Bay Area (“GBA”); (iii) communication – both verbal and written. A high degree of fluency on regulatory issues facing a global Bank in China (and GBA in particular) and how financial services will be important. The role holder will work on: ? External engagement: Support the design, implementation and development of an external engagement strategy with the key regulatory policy community, leveraging internal stakeholders and drawing on the wider 'bench' of SCB experts. Represent Standard Chartered externally on regulatory policy issues as needed. Help build the Bank’s relationships with Chinese and other Asian regulatory policymakers. ? Regulatory policy analysis: Work closely with GPRA colleagues to ensure that the Bank has an integrated view of regulatory policy making environment in China including GBA. Provide timely and insightful assessment of regulatory policy developments in China including GBA. ? Position development: Work closely with business leads to prepare the Bank’s internal and external positions vis-à-vis emerging regulatory policy issues. This includes drafting consultation responses. ? Impactful communication: Produce – or help produce – briefings, presentations, speeches for senior management of the highest quality and at short notice. The role of Group Public & Regulatory Affairs (GPRA) is to collaborate with internal and external stakeholders, driving the alignment of the Bank’s strategy and global public policy, regulatory and supervisory objectives. The remit of the group covers policy, regulatory and supervisory issues emanating in key markets and developing engagement strategies that positions the bank in a constructive manner. GPRA is organised internally into four teams: 1) Policy Analysis; 2) Regulatory Affairs; 3) Regulatory Liaison; and 4) Government Affairs. You will collaborate with colleagues across the Bank to support our strategic direction and growth aspirations. You will do this by focusing on regulatory policy changes that will materially impact SCB. Business* The Regulatory Affairs team focuses on emerging regulatory policy changes that will materially impact SCB. The team will also identify, design and execute an engagement strategy with key stakeholders on regulatory policy changes, bringing together internal expertise to better position the Bank as a constructive participant. The role holder will: ? Help build and maintain an effective and constructive relationship with all key Compliance, business and functional stakeholders that is based on trust, capability and integrity, providing timely, responsive and quality support to enable the Bank to achieve its strategic objectives. ? Support team brand and change execution including communication, education and change awareness through team products, including contribution towards the production and delivery of regulatory briefings, monthly updates on key regulatory development affairs forums. ? Support and collaborate with colleagues to champion change, overcome barriers and maintain momentum for Regulatory Affairs priorities. Processes* ? Assist with the Identification of emerging regulations that would materially impact the Bank’s business strategy; ? Work with internal stakeholders to shape the Bank’s policy analysis and internal and external positions; ? Assist with preparing executive management for engagement on regulatory initiatives; ? Assist with messaging on regulatory policy issues in collaboration with internal experts and business heads; and ? Live the commitments of our Here for good brand promise. People & Talent* ? Work in collaboration with CFCC as one function and with its partners. ? Provide feedback and develop skills in line with performance, responsibilities and objectives. ? Promote the culture and practice of compliance with compliance standards (including conducting business within regulatory requirements, and to high ethical standards) within the Bank and embed a ‘Here for good’ culture and the Group Code of Conduct Risk Management* ? Assist with the proactive and timely identification, dissemination and advice of evolving regulatory changes/practices and associated risks, with proactive engagement across GPRA including Government Affairs team. ? Collaborate with the other GPRA teams and the CFCC Management Team to anticipate horizon risks that may have a significant impact on the Bank. Governance* ? Challenge relevant stakeholders and escalate as necessary, until appropriate oversight and ownership is achieved. ? Maintain an appropriate risk and conduct environment. ? Facilitate tracking of coverage and responsibilities to ensure activity is tracked, assessed and reported on. Regulatory & Business Conduct* ? Display exemplary conduct and live by the Group’s Values and Code of Conduct. ? Take personal responsibility for embedding the highest standards of ethics, including regulatory and business conduct, across Standard Chartered Bank. This includes understanding and ensuring compliance with, in letter and spirit, all applicable laws, regulations, guidelines and the Group Code of Conduct. ?
